Abstract A quantitative strategy is developed for evaluating the community consequences of the urban transportation program. Social consequences may be measured by estimating the impact of a transportation facility on the activity patterns of the urban community, a complex process of interaction among its inhabitants. Existing activity patterns are identified by recourse to longitudinal travel data. Proposed programming models search among the set of alternative highway designs to select plans minimizing community disruption within prescribed service, user and capital constraints.
