Goal of study, carried out by University of Pennsylvania was to establish criteria and specifications for passenger vehicle having significant impact on reducing air pollution, traffic congestion, and needed parking space in cities; comparison and evaluation of various power plants ranging from gasoline engines, internal combustion engines, diesel, Stirling, rotary, steam, turbine, all-electric, hybrid and ICE (Internal Combustion Engine); vehicle, 9 ft in length, seating three passengers side by side, and powered with "hybrid" internal combustion and battery system, seems to meet requirements; cost of vehicle is expected to be comparable to that of Volkswagen.
