Legal framework of motor vehicle exhaust emission standards adopted by California Board of Public Health, Dec 4 1959; viewpoint on smog and air pollution which underlies standards, and some of problems involved in their application; in establishing standards for air quality, three levels of concern were established and defined as adverse, serious, and emergency level; latter two formed basis for standards.
