Specifications for lap belts and their installations; it is recommended that seat belts should be eventually installed in all Armed Forces vehicles but for present, they should be installed in emergency vehicles authorized to operate in excess of usual speeds, vehicles authorized for off-base operations at highway speeds, and vehicles where occupants may be thrown about, such as earthmoving equipment and tractors.
