Examination of costs of rocket boosting into orbit shows that major elements comprise development, fabrication, acceptance testing, terrestrial transportation before launch, launch, construction of launch facilities, refurbishing, and propellants; comparison of development patterns between rocket and aircraft is made exploring their influence upon space vehicle program; it is suggested that space exploration efforts, influenced by technology and procedures drawn from ballistic-missile experience, might benefit costwise by application of aircraft development and operational techniques.
