It is suggested that organization, such as American Society of Civil Engineers, act as sponsor for proposals to examine realistically interrelationship of aircraft design with design of airport facilities, particularly with regard to runways needed for ground movement and takeoff; goals to be achieved would be: limiting of runway lengths to fixed criteria, limiting weight of aircraft and pioneer work on noise baffling devices for use at airports and on airplanes.
