Visual range reports are intended to tell pilot how far he will see from control cabin of aircraft on runway at normal touchdown point; conclusion is that runway visual range measurements should be satisfactory for determining conditions at and near touchdown, but that they cannot give much information about conditions above surface except when used in combination with other observations and assumptions.
