Modified Penning arc, which can eject plasma with range of specific impulse between that of arc jets and contact ionization motors, is considered as possible electrical propulsion device; critical problems associated with such device are examined from theoretical and experimental point of view; results obtained indicate that at present device is inefficient for propulsion.
