Review of Tiros experiments and examination of characteristics of Tiros and its orbit; outline of TOSS project, concept of which is based on described arrangement of Tiros orbits, known as phase apposition; illustration shows how coverage obtained by 2 satellites would combine to provide photographic coverage during daylight over most of earth; daily picture coverage is nearly doubled and continuous northern hemisphere picture coverage is possible; success of TOSS is dependent on maintenance of adequate separation of ascending nodes.
