Flexible OLF, with separate laboratory and launch units, will be needed for number of space missions; design approach and requirements for such facility are examined; proposed OLF would consist of scientific laboratory and launch facility; both units will be unmanned, but fully equipped, at launch; after successful orbit and checkout of facility, crew would rendezvous with it in 5-man Apollo-type capsules; design and requirements of both units are considered.
