Choice of highway pavement should depend not only upon initial cost of construction but also continuous expenditure over succeeding years on its maintenance, and effect that works on pavement have on traffic movement and running costs; choice is also affected by road user's requirements, and availability of materials, plant and skill within area at time of initial construction and throughout life of pavement; these factors are reviewed from several aspects of road user, highway authority, contractor and organization responsible for maintenance.
