From evidence reviewed, it is shown that national traffic fatality rate could be reduced; 85% or more of all traffic accidents are preventable; degree of safety up to public; big safety potential in highway modernization; greatest margin for improvement lies in drivers; weaknesses of earlier programs; standard highway program for States; traffic laws; accident records; education; safety organization; motor vehicle inspection.
