Requirements, in order of their importance, are formulated as follows -- new capital to be invested; development of fuel and power plants capable of using it, which produce more pounds of thrust per unit of bulk and weight than is possible with current fuels; airport passenger and cargo terminal facilities, capable of handling arrivals and departures expeditiously in quantities vastly exceeding current volumes; greatly improved passenger and cargo handling procedures; and greatly improved ground transportation facilities between airports and selected centers in municipalities served; some suggestions for each area are made.
