Series of bad accidents early in 1966 were within range of chance variation but will affect year's results; about half of serious accidents take place during approach or landing; accident rates on nonscheduled flights improve, but remain higher than for scheduled flights; for preventing accidents, statistics should study all significant elements in their histories with reference to safety measures under study or new equipment being developed.
