Historical development of air transportation and government's policies to regulate both right to carry air traffic between their territories and tariffs to be charged; establishment of International Air Transport Assn (IATA), and procedures followed which are based on principles that there should be equal opportunities for carriers of either state along routes between their territories, that provision of capacity should be regulated by agreement between governments, and that each government should designate its own flag carriers; private enterprise in British air transport and areas of independent activity are described by two case histories.
