It is generally accepted that increased aircraft payload results in improved cost effectiveness because it is less costly to operate fewer large vehicles than many small vehicles; other considerations important to tactical airlift also favor large aircraft and V/STOL capability; requirement for future city-center V/STOL aircraft appears compatible with requirement for large new tactical airlift aircraft; this compatibility provides basis for consideration of national V/STOL development program.
