System is considered for controlling direction of spin axis of station; objective is to find locations within station for control actuators and attitude sensors to ensure stability of station and to minimize excitation of vibration by control system; for linear control system, expanding system's characteristic equation about normalized flexural modal poles yields general relationships that must be satisfied in locating sensors and actuators to stabilize flexible motions; applying these relations to station makes it possible to observe influence of actuators and sensors on station stability.
