Review of effort directed toward critical technical questions of performance and design of maneuverable spacecraft or lifting re-entry vehicles; some of characteristics associated with high L/D vehicles and requirements are considered; one promising approach is "Tip Tank Concept" or stage and one-half system; approach of integral launch/ re-entry vehicles employs low cost light weight throwaway propellant tanks attached to sides of spacecraft with main engines integrated with and returned with spacecraft; implications of technology improvements.
