Problem of vehicle traffic congestion facing municipal administrators has led to development of traffic engineering as science; digital computer as traffic engineer's instrument links all elements of closed-loop automatic control system, namely, information gathering, decision-making, execution, verification, and evaluation; system, employed in San Jose, Calif, has shown that computer can be readily adapted to handle different control techniques, and gives immediate feedback in concrete terms; system of measuring stops and delay, developed at San Jose, can be used to evaluate traffic in microscopic and macroscopic sense.
