Development of simulation model is described which essentially consists of processing randomly arriving vehicles through fixed-time traffic signal for one hr of traffic data and includes as its parts input rate and vehicle arrivals, and signal control and vehicle processing; objective in developing model was to permit qualitative investigation of effect of service volume on load factor and to relate load factor to delay; summary tabulation for each computer run.
