Discussion of intersection layout problems with maximum use of controls, and problems of operation with regard to choice and usage of many control functions for optimum performance; findings apply to four-way intersection; vehicle interval is independent of intersection geometry; arbitrary limits, such as maximum green control function, decrease flexibility and efficiency generated by use of optimum vehicle interval; effect of using relatively large value of vehicle interval is to reduce number of cars stopped by signals, to increase average cycle time and to increase average delay per vehicle (if it is greater than optimum value).
