Traffic assignment is process of allocating given set of trip interchanges to specific transportation system; in most cases, capacity restraint reduces overall error in traffic assignment; reasonable assignments are obtained by using average of four loadings; "total weighted error" computation provided by capacity restraint program does not measure true accuracy of traffic assignment process; "percent standard deviation" computation provided by capacity restraint program is better indication of accuracy obtained; best way to determine accuracy of assignment process is graphic presentation of results on link-by-link basis on network map.
