Problems facing Dept of Transportation include economics, regulation, and relations with independent agencies, private enterprise and its relation to policy-making process, coordination of diverse federal programs in air, rail and water transportation, and interrelationships with nontransportation activities; Dept of Transportation was created to bridge gap between planning considerations and more historic emphasis in transportation policy.
