United States Dept of Health, Education and Welfare proposed sealed plastic enclosure for complete vehicle as technique for measurement of fuel system evaporative emissions; early work with technique uncovered problems such as car background emissions; subsequent experimental work, has solved problems and shown sealed enclosure capable of correctly measuring total vehicle evaporative emissions; it measures fuel vapors which actually reach atmosphere in simple, direct way, without necessity for vehicle modification; description of enclosure SHED (sealed housing for evaporative determinations) and its use by General Motors Corp.
