In support of Federal regulations, State of New Jersey has passed law requiring that vehicles with or without controls be kept functioning properly; all motor vehicles subject to inspection pass test annually to show compliance with standards to be set by Department of Health; 1-min test, developed for measuring and evaluating crankcase and exhaust emissions for carbon monoxide, hydrocarbons, and smoke, involves putting vehicle on simple set of inertia rolls and driving simple cycle, called ACID cycle; exhaust is collected by variable dilution or variable flow system and analyzed for HC, CO and CO2.
