Periodic motor vehicle inspection considers required procedure in order to limit percentage of unacceptable vehicles on road; model is developed relating vehicle inspection (and economic factors involved in inspection procedure) to occurrence of highway accidents; it is postulated that problem of evaluating vehicle inspection as accident countermeasure can best be solved by considering parts of system individually and combining them by analysis; some date indicating usefulness of model are included.
