History of roads in Great Britain up to formation of Road Board in 1909 and Ministry of Transport in 1919; classification of roads, and large program of unemployment road schemes and other improvements carried out during 1920's; reference is made to changes brought about by successive Acts of Parliament, and paper goes on to describe growth and functions of Ministry staff, especially integration of engineering grades with those of administrative and executive staff; division of road program into various categories is described, together with broad subdivision of work in department of Divisional Road Engineer's office and its relation to that of other authorities.
