Existing and proposed VTOL test beds examined and their characteristics compared with helicopter requirements on basis of angular acceleration and velocity capability in pitch, roll and yaw; it is found that stability and control requirements of helicopters are applicable; tentative hovering and transition flying qualities for VTOL aircraft should be established using same criteria contained in helicopter specification MIL-H-8501.
