Review and analysis notes that certain discrepancies exist between theory and experiment leading to highly unconservative predictions of flutter speed; number of possible reasons for such wide discrepancy are investigated, however none of them alone is adequate to bring theory and experiment into sufficiently good agreement for design purposes applicable to naval vessels.
