Definition of safety and flight fatality safety; new approach is proposed, termed "Allotment of Probability Shares" or APS Method; its feature is to divide maximum total risk corresponding to flight safety goal for each main branch of aviation into " Probability Shares", allotted to various groups of accident risks; it is statistical approach, its main function being to identify as many risks as possible as "statistically controllable" that can be treated by statistical mathematics and thereby, through airworthiness and operative regulations, be reduced.
