Paper describes methods and results of coordinated experimental and theoretical investigation of flutter of flat, rectangular, isotropic panels; theoretical calculations are based upon classical, small, deflection-plate theory and three-dimensional, unsteady, aerodynamic theory, as well as simpler theories; effect of dynamics of air in sealed cavity beneath panel is accounted for; experimental program is described, including presentation of pertinent data and comparison with theory.
