Virginia uses modified CBR method for designing highway pavements; primary and Interstate Systems are divided into 6 classes on weight and volume of truck traffic; design wheel loads vary from 9000 to 24, 000 lb depending on anticipated traffic; secondary system is divided into 4 classes with wheel loads from 4000 to 12,000 lb.
