Proposed parameter for comparing hovering performance of ground effect vehicles such as "Factor of Merit"; factor is defined and configurations indicated; hovering performance theory shows it is applicable to plenum chamber and annular jet configurations; parameter is compared with "Figure of Merit" used with helicopter rotors; its relation to efficiency is shown.
