It is shown how philosophy of culvert design has advanced in 60 yr through phases of judgment of non-professional craftsmen, empiricism of sub-professionals, formula worship, reliance on free advice from pipe vendors, rational design by hybrid engineers, and sophisticated interplay of hydrology, hydraulics, economics, and highway engineering.
