One of most difficult management decisions involves allocation of funds for capital expenditures; paper offers some recommendations and procedures applied at Baltimore Div, Martin Co, which will enhance planning and control of capital expenditures for equipment; procedures suggested are not substitutes for good judgment but provide means by which to apply judgment better and with closer approximation to realities of situation; examples of various forms used such as machine tool replacement analysis work sheet, capital expenditure request, planning schedule, etc.
