First bottlenecks for petroleum have cropped up in transportation and refining; more tankers, tank cars, pipe lines and barges are needed, more aviation gasoline and Navy Diesel fuels are required from refineries; output of present plants must be increased, and new ones built; tentative aim of PAD (Petroleum Administration for Defense) is avgas production of 150,000 bbl daily early this year.
