In Sept 1948, steamer Leicester, on ballast voyage from Tilbury to New York, and having shifting boards fitted in 'tween decks where ballast was carried, encountered hurricane; vessel listed 40° to port, and was abandoned; ship was towed to Bermuda; it was found that shifting boards had failed, and large shift of ballast had occurred; condition of vessel on arrival at Bermuda; nature of failure of shifting boards; causes of failure.
