Neither limitation of building heights, nor wholesale street widening offer cure for congestion; automobile usage, not high buildings, is primary cause of present-day congestion, analysis of traffic to various classes of buildings indicates that character of occupancy has greater bearing on traffic than has building height; traffic which is entirely practicable in modern city provided that economic burden is properly distributed.
