Five conditions with which road passenger transport services should comply are outlined; problems of local authorities taken up; more money being spent on street-railroad cars than at any time during past 20 years; fares and speeds in London; capital expenditure in Leeds, Liverpool, Manchester, Nottingham, and Sheffield.
