Number of general approaches to problem of arriving at electron impact cross sections for atoms and molecules are discussed, which might be of particular use for atmospheric, space, and applied problems; all of approaches may be placed in form of given equation in which optical oscillator strength serves as major parameter of importance; it is shown that simple analytical phenomenological approach, which embodies phenomenological experience of all of studies, should probably serve as practical approach for most applications.
