Paper describes process of applying approved U S Air Force system engineering methodology for incorporating crew performance as essential element of TOTAL system design of manned satellite to achieve optimum system effectiveness; example used is that of identifying, defining, designing, developing and testing crew performance of in-space maintenance tasks as integral aspect of manned satellite research and development program.
