Problem of how to show effects of staggered hours on highway system in urban area was studied; analysis of system and development of staggered hours plan was accomplished through use of three computer programs which included assignment program, definition of problem intersections, and obtaining feasible staggered hours solution; cities with dispersed and concentrated land-use patterns, and arterial street networks with and without freeways were synthesized to illustrate applicability of method of analysis; effect of land-use and highway network configuration on staggering.
