It is emphasized that a constant flow of freight should be maintained by relieving floor congestion by overhead cranes, tractors and trailer hoists, especially for transverse movements and for assorting, distributing and tiering, and using surface tractors and trailers for longitudinal movements beyond range of crane hooks.
