Outcome of Competition in which Curtiss Tanager has been awarded prize; dissatisfaction over this result, as Curtiss machine gained prize by virtue of Handley Page slots; rules very elastic and machines which arrived even as late as November 18 were admitted; during progress of tests alterations were made which improved chances of certain machines which would not otherwise have stood chance of qualifying.
