Comparison with 1914; effect of German submarine campaign against British merchant shipping in present war and progress of antisubmarine activities of British and French navies, indicated by published figures of losses during first 5 weeks; if present war demonstrates that submarine has lost its sole advantage, that of surprise attack, and become most vulnerable of war vessels, it will effect change in attitude of naval powers towards its retention.
