Effectiveness of antipitching fins is limited by occurrence of cavitation and/or ventilation, which leads to horizontal ship vibration associated with cavity bubble collapse; jet flap postpones cavitation inception until lift reaches two to three times no-jet value; for oscillating jet angle, at encounter frequencies associated with wave orbital motions, forces are quasi-steady and so is condition for inception of cavitation; it is shown that power expended to obtain 25% decrease in pitch is very small fraction of total power available on aircraft carrier of Forrestal class.
