Traffic safety problem with technological, behavioral, sociological, and value dimensions; accidents are viewed as "localized system failures"; symptoms of underlying problem includes imbalance between driver capabilities and demands of motor vehicle transportation system, absence of functional communication between administrative units responsible for input and functioning of men, vehicles, and environment, and lack or recognition and resolution of trade-offs between safety and other desired system outputs and characteristics.
