It is claimed, in present practice, that control surfaces are designed with risks, relying upon experience of designers and judgement of test pilots; angular velocity with which airplane rotates corresponding to maximum rudder angle when it flies with minimum velocity, is calculated for recent airplanes; control surfaces should be so designed that angular velocity is greater than mean value for category to which airplane belongs.
