Usefulness of rules in scheduling output and employment in freight yards that switch 1500 or more cars per day, is investigated; description of freight yard, switching function, and scheduling problem; derivation of rules; model used is first approximation; it is felt that rules might be used effectively and provide partial solution to railroad problem.
