To determine capacity, studies of commercial-vehicle weights and performance characteristics, driver passing practices, frequency distributions of speeds and headways under different traffic volume and roadway conditions are necessary; procedures are applicable to all types of terrain; use of truck climbing lanes on uphill side of steep grades.
